Insight Communications Announces District Vice President Appointments

New York – March 15, 2004 –

Insight Communications (NASDAQ: ICCI) has appointed new district vice presidents in its Lexington, Ky. and Rockford, Ill. operating areas.

Dan DeYoung has joined the company as district vice president in Lexington, Ky., effective March 1. DeYoung will oversee Insight’s operations in the Lexington, Ky. area, serving approximately 83,000 customers.

DeYoung most recently served as director of business operations for Comcast Cable Communications, Inc.’s Savannah, Ga. system. He has also held operations consulting and financial management positions at Jones Intercable, Inc. and Covalt, Reeves and Assoc., P.C. in Colorado. DeYoung began his career as executive officer of 401st Transportation Co. in Battle Creek, Mich. He received a bachelor of science degree in business administration from Aquinas College in Grand Rapids, Mich.

N. Scott Behn will assume the position of district vice president in Rockford, Ill. on March 15. In this capacity, Behn will be responsible for operations in the greater Rockford and Dixon, Ill. areas, serving approximately 120,000 customers.

Behn comes to Insight from Lazer Communications Inc./Three-Sixty Networks, L.L.C. in St. Cloud, Minn., where he served as senior vice president. Prior to that, Behn worked in various operations positions at such companies as Swanson Services Corporation, Charter Communications Inc., and Marcus Cable. He began his career as chief engineer at Time Warner Cable in Fox Valley, Wis.
